Two congressmen out of Florida have introduced the Preventing Animal Cruelty and Torture (PACT) Act.

This bill is directed towards those involved in "crushing, burning, drowning, suffocating and impaling animals" and would classify these crimes a felony with a prison sentence of up to seven years. The bill does note exceptions for veterinary care and hunting.

The PACT Act has been introduced and unanimously passed twice before, but was blocked from coming to the floor by an individual who is no longer in Congress.
