A Millinocket man has won the right to wear his "horns" in his new ID photo.

According to WGME, Phelan MoonSong finally has his new state ID.  He changed his name back in June, but was unable to get a new ID because they state would not allow him to be photographed with his religious horns.

A practicing Pagan, MoonSong was told send documentation about his religious headwear to the Secretary of State.  Recently MoonSong, tired of waiting for a response, asked the BMV in Portland is he could have his picture taken with his horns.  They agreed.
