Who is the ‘Valentine’s Day Bandit’ in Portland? – Any Guesses?

As Valentine's day approaches I ask a few questions, one, what to get my wife, two, where to go out on a date and three, who is the "Valentine's Day Bandit" in Portland?

Every year on Valentine's Day channel 6 (WCSH) and maybe other Portland TV stations as well have a story about someone putting up hearts throughout the Portland downtown. The question is always, who is it?

I have a couple of theories on this, I have often wondered if the culprit is from channel 6's "Morning Report" because they are the ones who I notice always carrying the story.

More likely and in just my opinion, I think it's the Portland Police Department, I mean who else could get away with it over and over? If not the Portland PD themselves they I bet are covering for whoever is guilty of promoting love.

Maybe this year whoever it is will be caught, most likely not but either way, do you have a guess?
