I've long been a believer that if given a chance, most addicts would rather be clean deep down. Instead of what sounds life a ceasefire on war on drugs, let get these people help. There is a huge difference between pot and smack in my mind. We could also put awareness and resources to finding the supply chain coming into Portland.

I hear every day "addiction is a sickness." Let's get these folks help and get them on a path to sobriety and not just teach them a safer way to use by putting up fliers? It make no sense to me. Your thoughts.
