Police have charged a father with endangering the welfare of a child after a toddler was rescued from the Kennebec River.

The Kennebec Journal reports that 31-year-old Christopher Norwood of August was charged with the misdemeanor Tuesday.

Police say a passer-by rescued the 2-year-old child after seeing the boy floating face-down in the river on Sept. 16.

The boy, wearing a diaper and hoodie, was unresponsive and turning blue when he was pulled from the water by a Dresden man. Police said Tuesday that the boy has been released from the hospital "to a safe location designated by the Department of Health and Human Services."

It was not immediately known if Norwood was being represented by an attorney. No phone listing exists in his name.  —AUGUSTA, Maine (AP)
