Led by rap mogul Russell Simmons, over 100 celebrities -- including Will Smith, Susan Sarandon, Scarlett Johannson, Jennifer Hudson and Nicki Minaj -- have signed a letter urging President Obama to overhaul America's drug laws.

The stars are asking for changes to the ridiculously strict and outdated drug laws that have put more than 2.3 million Americans (including, as the letter states, "1 in every 15 African American men") behind bars without curtailing the availability of the drugs they were locked up for in the first place.

Instead, the celebs want "rehabilitation for nonviolent drug offenders" instead of prison terms, and the creation of a panel to allow judges to overturn draconian sentences for minor offenses.

"It is critical that we change both the way we think about drug laws in this country and how we generate positive solutions that leave a lasting impact on rebuilding our communities," Simmons said, noting that the US has more incarcerations that any other nation on Earth.

Simmons is starting a "cyber march on Washington" today (April 9) to bring support to the cause, which coincides with the airing of 'The House I Live In,' an award-winning documentary about the failed war on drugs.
