A local man is blowing his leaves onto the street, and I need to know if this is illegal or not.

How was your weekend? Mine was busy! Saturday was spent grocery shopping which included a jaunt to Windham's Roosevelt Trail for summer clothes shopping and then Sunday we "Summerized" the backyard.
