When I see a statement like “The world's first new blue pigment in 200 years” is now available in Waterville Maine, I have to find out more. Here is the deal according to Newser.com

This is the first blue to be discovered in 200 years and it was discovered by a lab at Oregon State University when they mixed a few chemicals and heating them over 2,000 degrees and they accidentally created a new blue. It is named YInMn, representing the elements that make up the color and is now a new blue.

It is a VERY bright blue color and a wee bit pricey.  You can get at Italian Art Store in Waterville is one of the few places in the U.S. where you can get the new blue they call Oregon Blue YInMn.  The small little tube of blue will set you back just under $180.
