For as long as we can remember, the Portland Police tattoo policy stated that officers couldn't visibly display tattoos- that has now changed.

Not only is making false reports to 911 illegal, it's also extremely dangerous. Dangerous because it pulls valuable resources away from other potentially serious calls.

Now the name Norman Kenney may ring a bell to you. Norman was also attacked in September by another fox that he was able to subdue and strangle to death.
