
Maine City Requires Art in Empty Downtown Storefronts
Downtown Portland’s empty storefronts may soon get a colorful makeover.
A new ordinance passed last fall is now taking effect, requiring commercial property owners with ground-floor spaces vacant for six months or longer to register those properties with the city. The move impacts nearly 40 empty storefronts across downtown Portland.
According to WGME, as part of the program, property owners must display artwork in their vacant windows. The city is offering more than 80 pieces of local artwork that can be used at no cost. Officials say the goal is to make downtown look more inviting while also helping connect potential businesses with available spaces.
“The goal is to match businesses that are looking for commercial space with property owners who are looking to fill their spaces,” said Portland Business Programs Manager Nancy Martin.
Property owners who don’t comply could face fines. The penalty starts at $250 and can increase to $1,000 if the space remains noncompliant after a year.
WGME is reporting that the city is also offering additional incentives to help fill empty spaces, including interest-free loans of up to $20,000 for improvements and temporary permits for pop-up businesses. Officials say the pop-up option gives entrepreneurs a chance to test their ideas without committing to a long-term lease.
"It's nice for the people that are renting to open a small business and be able to test it out to see if they can make a go of it before having to commit to a five-year lease," said Portland property owner Alanna Sawyer.
Some residents say the change is a welcome one.
"A piece of art wouldn't hurt at all, it would make it look a lot better and would make it look occupied," said Portland resident Lowell Jeffers.
Property owners have 30 days from April 1 to register their vacant storefronts with the city.
