What’s The Deal With The “Hole” In Cooper’s Car?

I've had my Ford Edge for almost a year and just two days ago I found a "hole" I'd never seen before!

Well, it isn't really a "hole"...  More like a storage compartment in a really odd spot.

Those of you who know Fords...  Is it really a storage compartment?  Why is it in such a weird place?  How is it possible that I am SOOOOOO DENSE that I missed that it was even there for almost a year?
