Authorities are investigating after multiple electrical substations in Kennebec County were struck by gunfire early Sunday morning.

According to the Maine Department of Public Safety, officers responded to reports of shots fired at three Central Maine Power substations between midnight and about 4:15 a.m. on February 15. The incidents happened in Windsor, Winslow, and Augusta.

Maine State Police troopers were first called around 12:15 a.m. to the Coopers Mills substation off Barton Road in Windsor. Later, Winslow police responded to the substation on Benton Avenue at approximately 3:59 a.m., followed by Augusta police responding to a report of gunfire at the Capital Street substation around 4:15 a.m.

At each location, investigators found damage consistent with gunfire, and officials say the incidents appear to be related. Authorities confirmed that no one was injured and say there is no ongoing threat to the public.

Later Sunday morning, 54-year-old Thomas Welch of Fairfield turned himself in at the Winslow Police Department. Following an initial investigation, Welch was taken into custody and is expected to be transported to the Kennebec County Jail.

He faces charges of aggravated criminal mischief and aggravated reckless conduct.

The investigation remains active and involves the Maine State Police, Winslow Police Department, and Augusta Police Department. Officials say more information will be released as it becomes available.
