
Portland, Maine City Manager Warns of Tax Increase Due to Rising Costs
City leaders in Portland are facing difficult budget decisions as rising employee health insurance costs continue to climb. Officials say the proposed $363 million city budget includes job cuts, service reductions, and a potential tax increase for residents.
According to City Manager Danielle West, one of the biggest hurdles this year is a sharp increase in health insurance costs for city employees. West says the city's provider is seeking an increase of more than 30 percent, creating a major strain on the city's finances.
“We had, as I mentioned, a significant challenge from the beginning: address our health insurance costs,” West said. “We had faced a more than over 30 percent increase.”
WGME reported that West says she is working to limit the impact on taxpayers by keeping the proposed property tax increase to about 5 percent. That figure is significantly lower than the increase requested by the city's health insurance provider, but it still means residents could see higher taxes in the coming year.
To help balance the budget, the proposal includes cutting 74 positions across city departments. Officials say those reductions would also lead to decreased services in some areas. In addition to staffing changes, the city is also considering increasing certain fees to help make up the difference.
City leaders say they are trying to balance maintaining services with the financial realities facing the city. Rising costs for employee benefits, along with other operational expenses, have made it more difficult to keep spending flat without impacting services or taxpayers, the news station reported.
No votes were taken during Monday night's meeting. The Portland Finance Committee is expected to review and discuss the proposed budget later this week. Additional meetings and discussions are likely before any final budget decisions are made.
City officials say the process is still ongoing, and the proposed budget could change as discussions continue in the coming weeks.
