Facebook does use facial recognition on their platform, which is why you can upload a picture and, somehow, it recognizes your weird uncle Carl in the background. Facebook does give you the option to turn off facial recognition if you choose to do so. The concern isn't so much that Facebook will use the photos, but that others will.
